The review assessed infrastructure upgrading demonstration projects implemented in Abidjan as part of the first Urban Development Plan, which was funded by the World Bank and USAID between 1979 and 1983. The assessment documented impacts, analyzed issues that constrained the fulfillment of development potential, and highlighted approaches by which central and local authorities could overcome these impediments. Special emphasis was placed on factors promoting sustained development in lower-income communities.
