E-Governance and Urban Policy Design in Developing Countries

I2UD, together with Co-PLAN Institute for Habitat Development based in Tirana, Albania, co-authored the first chapter of this book that explores ICT-enabled governance, especially in policy design, decision-making and relations with citizens and other spheres of governments in growing urban areas. The chapter, Marginalized Groups in ICT-Enabled Governance: Lessons from the Balkans, revisits the experience of both institute’s in the World Bank-Austria Urban Partnership Programme ECA Sustainable Cities Initiative (see Balkans | Social Sustainability Assessment (2013)) and identifies barriers facing marginalized populations to engage fully with e-governance mechanisms.
