“Climate Change in the Local Development Agenda: Promoting Resilience through Enhanced Understanding of Early Threats”

Paper discusses the responses of city authorities to the current and future threats posed by climate change in Alexandria (Egypt) and Cotonou (Benin), two port cities facing increasing shoreline erosion, saltwater intrusion and flooding of low-lying areas. Each city has taken some actions to address these challenges but neither has yet developed an overall strategy to build resilience to climate change.
