Phase I of this project aimed to strengthen the capacity of Kars Municipality to dialogue with various stakeholders, including civil society and low-income dwellers, in the revitalization of the Ottoman core of the city. In Phase II, I2UD assisted Kars Municipality and the Provincial Government in strengthening local institutions, formulating strategies, and defining programs to promote environmentally sustainable development. Strategies included promoting sustainable development; safeguarding the region’s bio-diversity; preserving its cultural and natural heritage; fostering rural development; promoting cultural and ecological tourism; and developing a management plan for a community initiatives support center and community-based organizations.
