Carlos Rufin is a multi-faceted profession with advanced training in economics and public policy analysis and extensive experience in market0based approaches to urban utility services. He has worked on projects related to infrastructure development, public-private partnerships, multi-stakeholder collaboration and alliance, renewable energy and business development. In the past he has worked as an independent consultant with entities such as the World Bank, the Inter-American Development Bank, the Government of Panama and the United States Agency for International Development on projects providing basic services in developing countries, creating policy and regulatory systems, identifying strategic opportunities for investment and planning with an eye towards sustainability and renewable energy systems.

A talented collaborator, Carlos has worked with a wide variety of stakeholders to create opportunities for partnership. He has studied public infrastructure systems in many international contexts and has sought to increase access to primary services for communities living in under-serviced areas.
